For Vijayawada Railway station the prices were indeed hiked to Rs. 20/- during Oct 5th to Oct 11th 2016 on account of festival season and to decongest the railway platforms. It was only for the festival season or short duration at Vijayawada Railway Station and other locations. Please find more details at the link below.

Now the picture shows a 2017 date. We called up Vijayawada Railway Enquiry (0866 2577775) to verify. They acknowledged the hike again for the same reason to decongest the railway platforms for another short period of time. This is a temporary hike to decongest the platform and not an permanent hike.
