There is no such information about changing the color of buses on the official Website of Haryana Roadways. Fact Check DPR Haryana tweeted and clarified the false claims. According to the tweet, there is no plan of changing the color of Haryana Roadways Buses to red. Haryana Punjab Kesari published an article refuting the claims on 18th Nov 2021. The bus that is shown in a viral post with false claims is a Deluxe Bus that is included in Haryana Roadways Fleet.
