RBI freezes Punjab National bank all accounts till further notice with immediate effect. Cash withdrawal only Rs. 3000/-
Plz don’t accept any cheque of punjab national bankforwarded as received

There has been NO such notification from RBI. Please find all RBI notifications at the link below.
As of date of this post below is the ONLY notification from RBI on the PNB issue.
